Project Management Arregement
The GOB, through the Irrigation Department, is the executing agency of the project and the Agriculture and Cooperatives Department (ACD) is the implementing agency, with active support from relevant departments (Forestry and Wild Life, and Livestock and Dairy).
Roles & Responsibility
Recruit PMO staff, ensure timely counterpart funding and financial
audits with corrective actions, comply with all loan covenants, sustain project
outcomes post-implementation with ADB reporting, and coordinate with ACD,
Forest and Wildlife, and Livestock Departments.
Implement irrigation, watershed, and capacity-building
subcomponents; manage PMO-assigned staff from relevant departments; recruit
consultants; review designs and bidding documents; timely procure and award
works and goods; ensure LARPs are approved, disclosed, and implemented before
civil works; adhere to land acquisition and environmental frameworks for
non-core subprojects; fulfill disclosure, safeguards, and grievance redress
requirements; monitor, evaluate, and supervise project activities; maintain
accounts and ensure public disclosure; uphold quality assurance; establish
robust financial systems with audits and timely withdrawal applications; implement
and report on the gender action plan; and submit periodic and completion
reports to ADB.
Implement command area, small-scale schemes, khushkaba farming,
and high-value agriculture subcomponents, incorporating GAP targets; provide
related updates to PMO; ensure timely procurement and contract awards; monitor
and evaluate activities and outputs, including GAP; review reports, supervise
implementation, and coordinate decisions with PMO; maintain accounts; support
public disclosure; establish strong financial systems with internal audit and
timely withdrawal applications; and submit periodic progress reports, including
GAP progress, to PMO.
Oversee overall project
implementation, conduct annual reviews, and coordinate with the World Bank and
ADB to share common issues, risks, and best practices across their provincial
projects.
Facilitate intradepartmental
coordination, provide operational guidance, conduct regular project reviews,
and advise the Project Steering Committee.
Support the executing agency, PMO, and PIO in ensuring timely and
compliant project implementation; process and approve withdrawal applications;
review ADB-required documents; conduct project reviews and missions; monitor
adherence to covenants, safeguards, and audit recommendations; maintain updated
performance reports; and ensure public disclosure of project information in
line with ADB’s Safeguards Policy.
